All For One says that the reason he doesn't just hand out quirks like candy is that the human mind is not usually equipped to handle more than one Quirk at a time. Simply slipping a heat resistance quirk to Dabi - which is just a passive thing - is enough to knock him out for a while, and even so, it's a miracle that his brains didn't turn into mush. Nobody bothered to inform All Might that All For One is still alive in Tartarus. The only one who knew the details was the nurse, and they died when All For One broke out of prison. This causes a lot of chaos as now the only person who can contain All For One in any meaningful way is Izuku, and let's just say that doesn't always work out. In order to keep the true nature of his quirk a secret from the Hero Commision (which he doesn't trust), All Might resorts to a half-truth, saying that a teenager did something and is now draining his power away. Likewise, Shouto as his number two commits a lot of crimes, being an active vigilante as opposed to just a hero student. He actually ponders on this trope somewhat as he's aware of his deteriorating moral compass. While the Hero Commission has done a few shady things in canon, they're nowhere near the borderline Orwellian state that Anyone has them at. Their first action in the story proper is to kidnap Eri to force her to become a Paragon. They also regularly cover up the crimes of corrupt heroes like Nightmare, employ torture, hire criminals to kill heroes they dislike, and allow members to abuse their authority over regular citizens. Hawks was asked to infiltrate Anyone instead of the League of Villains. Because of that, he was too busy at the time of the Sports Festival to watch it and therefore never took Tokoyami as his intern. While the fight against Stain was very similar to the canon one (though after Stain was taken down it devolved into a Gran Torino vs Izuku match), one of the League of Villains members took a video of the entire confrontation and posted it online immediately afterwards.
