After the first trial, a board meeting of sorts (presumably from Team Danganronpa) even discusses the fact that Kokichi Ouma is too smart and unpredictable for the game, it hasn't been calibrated for Kaede Akamatsu's continued survival, and that now they need to readjust the entire game on the fly accordingly. Apparently it's great for ratings, though, so they just let the rest of the game play out with some modifications. The fitness club immediately assume Kokichi's up to something when he joins Angie's "art club," and it's part of why they send Shuichi to act as The Mole for them. Kokichi did something to Keebo while he was unconscious for maintenance from Miu shortly before the third murder, just what he did and the exact reasons for which are still a mystery dozens of chapters later. It's ultimately revealed he planted an EMP bomb in him as part of his final gambit to outwit Monokuma. Even Kokichi's second-motive video message drives his status as a walking one of these home: he outright tells his future self that he has to beat the killing game entirely. Seeing it is actually enough to win him Maki's support. Besides Kokichi, while ranting at Kaede towards the end of the first trial, Tsumugi complains that everything was going according to plan until Kaede's shot put ball missed.
