In addition to the families coming through for the summer, the rich beachfront owners, and the working class joes keeping it all running, Pemkowet is also a sanctuary for the occult. The Norse goddess Hel carved out her domain here, and her presence creates an umbrella effect for fairies, vampires, water spirits... all manner of supernatural creatures make their home here, as one of the few places left in the world with the magic to sustain them. The tourism committee is even successfully using it in their advertising, drawing in people wanting a glimpse of the supernatural.Daisy Johanssen is a product of both worlds. For the town, she works for the local police force, on the books as a clerk but off the books as a liaison to the town's semi-secretive folk. For the supernatural, she is the chosen enforcer of Hel's will, ordered to keep the peace so that the fragile sanctuary is not threatened.
