The "Glowing Policeman" was a hired killer who provided a consistent stream of dead bodies for Chapman & Villiers, who secretly purchased the brains of the dead men from the morgue. The brains were used to create cyborg pilots/ automatons for their airships. The pilot of The Lady Armitage was given a brain infected with the revenant plague, causing it to malfunction and crash the ship. The Lady Armitage was also being used as a plague ship, with a passenger hold full of revenants that had been rounded up by the Chapman & Villiers automatons to be dumped in Ireland for... no discernible reason. And the reason Newburry was tasked with investigating the crash of The Lady Armitage was the discovery of the corpse of a minor royal in the wreckage — a royal who had contracted the revenant plague while visiting prostitutes in the slums, ending up a mindless zombie in the hold of the ship. | |
