The people on the magical world are humans (mostly; other races are mentioned but we don't see very much of them) but they have a completely different language. Paul has no trouble communicating with them, though. Through some mechanism that's never quite explained, he perceives everything he hears as English, and his words likewise come across intelligibly to whoever's listening. He does note that whatever's doing the translating doesn't seem to care about mouth movement, and watching anyone speak makes him feel like he's in a bad kung fu movie.
