If someone has a distinctive accent, it's bound to catch someone else's attention, whether due to being aesthetically pleasing to that character, mysterious, or even attractive. On the other hand, it can also mark that character as being a foreigner or otherwise outside of the norm and possibly lead to unpleasantness of some kind.
