What's better than a Laughably Evil antagonist? Two Laughably Evil antagonists working for a not so harmless one or an intimidating one, of course!
A Bumbling Henchmen Duo is a pair of baddies on the trail of the protagonists. They typically work for the Big Bad or some other antagonist as their Bumbling Sidekicks, serving to add a dose of comic-relief while still committing acts of evil...if they're capable of it. In other works, they are independent villains, and (especially in Lighter and Softer, kid-oriented works) they can even be the main antagonists, forming something of a Big Bad Duumvirate. They will usually be a Goldfish Poop Gang on the bottom of the Sorting Algorithm of Evil, but sometimes they are revealed to be Not So Harmless Villains. In that case, the protagonists will eventually learn not to underestimate them, and their more-evil master will find some use for them after all. They'll almost always be less scary and more comical than their master, and their antics are more of a headache for him than the heroes.
They may have an Evil Duo dynamic (i.e. one of them being bossy, the other being dim-witted), but that's not always the case. Fat and Skinny, Brains and Brawn and other Duo Tropes also often apply to them. Punny themed names that tie the two together and highlight their silliness are a common way to spot this duo. They are usually Those Two Guys, and their dynamic personalities are Played for Laughs.
If they team up with their boss, they become a Terrible Trio. If there's even more of them, they are a Quirky Miniboss Squad. They are often the part of The Family for the Whole Family. They're commonly members of the Henchmen Race and are usually male. Compare and contrast Bantering Baddie Buddies - although both tropes are about a humorous duo villains, the Bumbling Henchmen Duo is funny because of their incompetence, whereas the Bantering Baddie Buddies are usually dangerously competent, and the humor they provide comes from the clever conversation they engage in.

Andor: Deconstructed with Syril Karn and Linus Mosk, two incompetent Pre-Mor guards who think themselves hypercompetent first line defenders of the Empire, to which both are slavishly devoted. They manage to get themselves fired and their company nationalized with their disasterous blunders in trying to hunt down Cassian after their boss ordered them to stop. Karn and Mosk keep trying to hunt down Andor even after they've been stuck in dead end jobs outside of any type of security sector. By the Season 1 finale, however, Syril manages to save Dedra Meero, who he idolizes, from a funeral-turned riot on Ferrix. Linus, on the other hand, takes a drink after seeing firsthand to how the Empire responds to “terrorists� threatening Imperial prosperity from something as benign as a funeral.

Sneezewort and Lousewort from the Redwall book The Long Patrol are a pair of dim-witted and incompetent rat mooks in the Rapscallion army. They are unusual examples of this trope because they are just two of the many members of the army, so they don't have much direct interaction with their boss, Damug, at first. This changes later on when Damug appoints Lousewort as a scout group leader, leaving Sneezewort jealous (and out of focus for a while.) However, all the scouts except Lousewort later betray Damug. Damug realizes that Lousewort is incompetent but loyal and demotes him to his original position, allowing Lousewort to make amends with Sneezewort. After accidentally letting some prisoners escape, Sneezewort and Lousewort decide to abandon the Rapscallions and run for their lives. Fortunately, since Damug and most of his soldiers are killed in the following battle, the two rats survive.

Doraemon: The Record of Nobita : Spaceblazer has Gartite's two lead enforcers, Uno and Doubt, whose role is to constantly attempt to eliminate Doraemon, Nobita and Ropporu, only to repeatedly screw up and have their asses handed back to them on a silver platter. They're the first of the villains around when Nobita and Doraemon realize their muscle mass is at least fifty times bigger on Planet Koya Koya than on Earth thanks to Koya Koya's weak gravity, with Uno and Doubt immediately getting the snot beaten out of them in a Curb-Stomp Battle. They then attempt a raid on Ropporu's community by starting a stampede, only for Nobita - holding Ropporu's blaster - to shoot them off and thwart their plans. Finally, they try luring Nobita and Doraemon into a trap and fire a laser cannon at them, but then Doraemon brings out the Reflecting Mantle and No Sells every weapon they use, before Uno and Doubt have their vehicle destroyed and them being blown up with ash faces, leading to Gartite deciding to demote both of them to common mooks.

Dr. Eggman previously had robot henchmen outside the games, but modern games starting with Sonic Colors gave him two henchman that were part of the Fountain of Expies. One is Orbot, a character who previously appeared in Sonic Unleashed that became a Breakout Character despite the lack of relevance. Another is Cubot, a square-headed robot. Both of these are also a Foil to each other; Orbot is patient and faithfully obeys Eggman whereas Cubot is talkative and lazy. In tradition to western media, they also made an appearance in Sonic Boom.

EXTRAPOWER: Sunny Day and Funny Face, Dark Force's other recurring duo. Whereas Undata and Mensouma are capable commanders described as Dark Force's two right hands, Sunny Day and Funny Face are always played for comedy when they are fought. If there's a secret to keep, they'll very loudly remind each other what they're not supposed to tell the heroes. If they get defeated in battle, it'll be as much due to their own scatterbrains as anything. And when they return in failure, it'll be on them to scrub the entire mothership clean. In Star Resistance, they'll even manage to blow themselves up in the second phase of their boss fight after combining their mechas - simply because they didn't realize how imbalanced and top-heavy it would be, and just lob missiles onto themselves! Fitting enough, their backstory in Attack of Darkforce reveals that even before being recruited into the Dark Force Army, they were bumbling privates who cared more about comedy than their military duties.

Ninjago: There are multiple examples in different seasons.
The pilot episodes have Kruncha and Nuckal, a duo of Skulkin warriors who banter with each other, to their general Samukai's annoyance. Kruncha and Nuckal made infrequent reappearances in later seasons.
Season 4 has Chope and Kapau, two Anacondrai cultists who serve a similar role to Kruncha and Nuckal. They are horrible at their jobs and care more about having fun than working. Despite making frequent appearances in this season, Chope and Kapau only ever serve as comic relief.
The male Vermillion generals in Season 7, Raggmunk and Blunck, are allegedly the most tactical members of their faction, but they are too stupid to do anything correctly. They are a part of a Terrible Trio with Supreme Commander Machia, who is much smarter than them.
