Fire and ice. Two distinct opposites that could never work out together, right? Wrong. In the land of fiction, it’s common place to see these two elemental powers in close proximity with each other. They provide a great contrast, either covering for each other's weaknesses or serving as each other's Achilles' Heel.
They can be best buddies, reluctant teammates, or mortal enemies. So long as they constantly interact, then this trope applies.
Subtrope of Fire/Water Juxtaposition and Elemental Rivalry. Given Elemental Personalities, the characters will often also form a Red Oni, Blue Oni pairing, with their emotional and impulsive Fire contrasting the stoic and reserved Ice. They'll also contrast in terms of appearance, where the "fire" character will have warmer colors in their design and the "ice" character will have cooler colors (often blue), often going hand in hand with Orange/Blue Contrast. When the motif is done via terrain, see Hailfire Peaks.
If an electric character is added to this mix, it becomes a Fire, Ice, Lightning dynamic.

Adventure Time: "Hitman" has the Ice King — a goofy, fun-loving Ineffectual Sympathetic Villain — trying to defend Finn and Jake from the overzealous assassin Scorcher — an eerily silent, ruthlessly efficient killer — when he almost accidentally has them murdered. Notably, this is one of the first episodes of the show in which the Ice King is completely on Finn and Jake's side, and signals the beginning of his Character Development into a more sympathetic Anti-Villain.

Genshin Impact seems to love this trope:
Most relevant to the main story, we have Diluc and Kaeya, a pair of estranged Sworn Brothers, who even received their elemental powers on the same day. They Foil each other with their individual appearances, personalities, and the main themes of their backstories.
Amber (an archer with a Pyro Vision) and Eula (a claymore fighter with a Cyro Vision) are Childhood Friends.
The two half-adepti in game, Ganyu and Yanfei, are also an example of this. Ganyu is quiet, shy and often feels like she doesn't fit in because of her bloodline. Yanfei, on the otherhand, is energetic, talkative, and extroverted.
Commonly featured together in fanon would be the Friendly Zombie Qiqi and Person of Mass Destruction Klee, who uses ice and fire powers respectively. They're both short, childlike girls.
Klee also often plays with the other little girl of Mondstadt with a vision, the Cryo user Diona, who embodies the Tsundere nature of cats.
Qiqi also canonically despises Hu Tao because she used to always try to bury said zombie. Qiqi also finds her too warm.
Ayaka (an elegant princess with a Cryo Vision) and Yoimiya (a fireworks-maker) are shown to know each other and cooperate on festival-planning together. They also traveled together to Fontaine.
Ayaka also has her housekeeper Thoma, who uses a Pyro vision.
A group commonly depicted together in fanon are Hu Tao, Xiangling, Chongyun and Xingqiu (all members of a same banner, though canonically they do know each other). Hu Tao OR Xiangling (both are Pyro) could form this dynamic with Chongyun, and they would form a Fire/Water Juxtaposition dynamic with Xingqiu.
Lyney (who has a Pyro vision) and Freminet (who has a Cryo vision) are brothers via adoption.

The Mighty Thor: Marvel's Asgardian gods fear Ymir, the most powerful Frost Giant, and Surtur, the fire creature destined to be the Big Bad of Ragnarok. They're also mutual enemies, and would destroy the world if they tried to fight each other (especially if they're in two different locations and rampage their way towards each other). Doctor Strange once helped The Avengers prevent exactly that.

Ranma ½: Ranma Saotome gains this dynamic with Saffron, the Final Boss of the manga. Ranma's Finishing Move is the Hiryu Shoten Ha, a tornado technique that requires the user to have a icy cold Battle Aura to contrast the hot angry aura of the opponent. This is taken to full effect with Saffron who is a humanoid phoenix that specialises in fire attacks. During their battle, Saffron and Ranma also wield the Kinjakan and Gekkaja, Legendary Weapons that generate extreme heat and cold respectively. This allows Ranma to amplify his Hiryu Shoten Ha with the heat of Saffron's literal flames to lethal levels.

X-Men:
This trope (and Elemental Motifs) is part of what helps solidify Cyclops' two love interests, Jean Grey and Emma Frost, as diametric opposites of one another. Jean is a red-haired woman who has gone by the code name "Phoenix" for a good bit of her career, frequently wears a flaming bird insignia as part of her costume, and has psychic powers that frequently manifest themselves as flames. Appropriately, she is known for her warm, compassionate nature, and (on darker occasions) for her unpredictable fiery temper. Emma (while not actually having ice-based powers) is frequently visually associated with ice and the cold because of her surname "Frost", her blonde hair, her all-white clothing, and her diamond-based form that makes her resemble an ice sculpture. Appropriately, she is known for her coldly stoic personality, and her often cynical attitude towards life.
A notorious rivalry is Iceman, a known member of the X-Men, and Pyro, a rogue mutant and member of Brotherhood of Evil Mutants. Both naturally can create and control ice and fire respectively and are considered to be Arch-Enemies. This is given a twist with the second Pyro in X-Men: Gold, who turns out to only be a villain due to Mind Control, and later petitioned to join the X-Men. Bobby is unhappy with having a Pyro on the team, but they later sleep together.
Speaking of Iceman: outside of X-books, he has also teamed up with the Human Torch several times. A memorable occasion had them fight Equinox, a villain with fire and ice powers. When meeting in the Days of Future Present crossover, they lampshade this trope:
In All-New X-Men (2016), the team has the time-displaced versions of Iceman and Angel. The latter got his wings replaced/upgraded by fire-like constructs after the events of The Black Vortex and can use them to unleash fire storm-like attacks. There's also Oya, who got temperature control powers, meaning she can use fire and ice. Iceman tends to be a bit jealous of her abilities.

DEATH BATTLE!:
"Danny Phantom vs. American Dragon: Jake Long" had this dynamic between the two combatants, pitting Danny's ice powers as part of his ghostly capabilities versus Jake Long's fire powers as part of his draconic abilities.
Played with by "Prince Zuko vs. Shoto Todoroki". While both combatants had fire-based abilities, Shoto also had ice powers as well, making it a case of Fire vs. Ice+Fire.
Sauron vs. The Lich King plays this straight, with the former being heavily associated with fire while the latter is known for ice accompanying him wherever he goes.

Scoob and Shag: Fred and Daphne have powers focused on ice and fire, and they work best used together. Breath of Fire IV: Ryu and Fou-Lu have very similar movesets, but Ryu's moves are generally fire-themed, while Fou-Lu's are themed around water and ice, and Fou-Lu is explicitly described as having an affinity for water (and a corresponding weakness to fire). Batman: The Brave and the Bold:
Fire and Ice are once again best friends and superhero partners, as well as both members of Justice League International.
The teaser for "Darkseid Descending!" reveals Ronnie Raymond (one half of Firestorm) had an ex-girlfriend who became Killer Frost. Firestorm and Killer Frost do battle before Batman intervenes. By the end, Jason remarks to Ronnie how she was both his ex-girlfriend and his Arch-Enemy, to which Ronnie thinks there was no difference between the two.

Pocket Mortys: There are two sets of this among the titular alternate universe variants of Morty, based on increasing levels of extreme temperatures and with thematically appropriate elemental attacks.
Hot Morty and Cold Morty are, respectively, a sweaty Morty who's always too hot, warm to the touch and likes ice cream and cold breezes and a Morty in a scarf who's always too chilly, is cold to the touch and likes hot cocoa and warm comforters.
Hot Morty and Cold Morty can be evolved into Flaming Morty and Frozen Morty, who are respectively depicted as an orange and a light blue version of Morty covered in flames or icicles, and with more powerful elemental attacks. Their descriptions also note that Flaming Morty likes superheroes while Frozen Morty prefers supervillains, and they also have diametrically opposite origin stories: Flaming Morty was callously abandoned by his Rick in deep space where he was transformed by a massive dose of cosmic radiation, while Frozen Morty was transformed in a cryogenics accident while trying to save his Rick from a deadly disease.

The Legend of Zelda series features multiple enemies with a fire/ice dynamic:
Twinrova is a Recurring Element in the franchise, appearing in The Legend of Zelda: Ocarina of Time, The Legend of Zelda: Majora's Mask, and The Legend of Zelda: Oracle Games. She's an entity composed of twin sisters Koume (who uses fire spells and has red highlights in her design) and Kotake (ditto for ice and the color blue). The twins can form a Fusion Dance to form Twinrova, who has both fire and ice powers. Unlike other examples, though, the twins are The Dividual and are pretty alike in terms of personality.
The Legend of Zelda: A Link to the Past: Trinexx is a turtle boss with two additional heads — one that's red with fire breath, and one that's blue with ice breath. Similarly, Gleeok from The Legend of Zelda: Phantom Hourglass is a two-headed dragon that can shoot fireballs from its red head and frigid ice from its blue.
The Legend of Zelda: Oracle of Seasons: Frypolar is a mini-boss that can shift between being a fire spirit or ice spirit during battle.
The Legend of Zelda: Spirit Tracks: Fraaz can control both ice and fire, shown by one eye being red and the other being blue. When he's hit enough he splits into two Fraaz Jr.'s, which each control one element.

Magical Girl Lyrical Nanoha StrikerS has two Unison Devices: Reinforce Zwei of the Yagami family and Agito, an ally of the Big Bad. Agito has a built-in affinity for fire magic — a phenomenon known in the series as "Mana Conversion Affinity", of the flame-type in this case,—and while there is no canonical equivalent for ice-based magic, Rein's offensive spells are all cold-based. Needless to say, the two of them rapidly develop an intense rivalry (especially since Rein has a designated master, while Agito technically doesn't), which gets resolved at the end of the season by Agito being adopted into the Yagami family, as well.

A Song of Ice and Fire: Expected, given the title.
Fire and ice are the respective elemental motifs of House Targaryen (descended from dragon riders and people otherwise associated with fire, traditional seat is the volcanic island of Dragonstone, house words: "Fire and Blood") and House Stark (daughter of the Starks, who govern the icy North, Ancestral Weapon: sword named Ice, house words: "Winter is Coming"):
Likely the reason Rhaegar Targaryen pursued Lyanna Stark, sparking a civil war in the process; he was hoping to sire the prophesied "prince that was promised" who bears "the song of ice and fire". What exactly this means, however, is unknown.
Fire & Blood tells of the Pact of Ice and Fire, the alliance between Rhaenyra Targaryen and House Stark. Supposedly, Rhaenyra's son Jacaerys married Cregan Stark's bastard daughter Sara Snow to seal it.
R'hllor, god of fire, life, and light, has a counterpart, enemy, and diametric opposite called the Great Other, the god of darkness, cold and death. This is directly inspired by the dynamic between Ormazd and Ahriman in Zoroastrianism.

Final Fantasy has the recurring summons Ifrit and Shiva for Fire and Ice. Final Fantasy VI pairs them up as a Dual Boss, Final Fantasy VIII sees Ifrit pull an Oh, Crap! if you summon Shiva against him, and in Final Fantasy XV the pair are Star-Crossed Lovers.
Final Fantasy VI: Terra learns primarily fire spells, while her Foil Celes focuses on ice spells.
Final Fantasy XIV:
The Thaumaturge/Black Mage is built around switching between the Astral Fire and Umbral Ice states. In Astral Fire, you blast the enemy with powerful Fire spells that drain mana quickly, before using Blizzard spells to swap to Umbral Ice, where it regenerates rapidly.
The Ascians Lahabrea and Igeyorhm, when faced as the Dual Boss of the Aetherochemical Research Facility, cast Fire and Ice spells respectively. Their Fusion Dance, the Ascian Prime, utilizes both in tandem.
Final Fantasy XVI: Player Character Clive is the Dominant of the Eikon Ifrit, while his Love Interest Jill serves as the Dominant of the Eikon Shiva.

In actuality the Ice Witch is a myth made up by the nation of Behemdolg to serve as a common enemy for uniting the people, really the reason the world is covered in ice is that the world has entered a regular ice age that will most likely wipe out humanity within twenty years.

Arrowverse:
Leonard Snart/Captain Cold and Mick Rory/Heatwave are once again criminal buddies, brandishing their Cold Gun and Heat Gun respectively. Their personalities are complete opposites, with Snart being stoic and snarky, while Rory is Hot-Blooded and reckless. To make it even better, if the beams of their guns cross they will end up cancelling each other out. This carries on into Legends of Tomorrow where both serve as the Token Evil Teammates for the Legends.
Ronnie Raymond ends up becoming one half of Firestorm, while his fiancée/wife, Caitlin Snow, later becomes Killer Frost. While they are never actually together when they both had powers, their Earth-2 counterparts play it straight with both their powers showed off and are Happily Married to each other.
Mick Rory and Killer Frost have teamed-up in a few crossovers including Crisis on Earth-X and Crisis On Infinite Earths, where both find the other is an effective substitute for their late partners.

Firestorm and Killer Frost might just be the most well-known examples.
Killer Frost is a female scientist who got granted ice powers after an accident. She became one of Firestorm's first foes, wanting revenge on the world and especially against Firestorm, eventually becoming his Arch-Enemy. Even though there's two Firestorms out there (Ronnie Raymond and Jason Rusch) and three-four different incarnations of Killer Frost, the Arch-Enemy relationship between them stays intact through every iteration.
A strange version of this happens in Crisis on Infinite Earths, where Killer Frost suffers a temporary amnesia and helps the heroes commanded by the Monitor and even falls in love with Firestorm (to his surprise and dislike).

Organization XIII is a shadowy cabal of super-powered Nobodies who all draw their powers from different elemental "attributes" (Fire, Water, Earth, Wind, Ice, Lightning, Flower, Moon, Time, Space, Illusion, Light and Nothingness). Appropriately, the resident Fire-user Axel and the resident Ice-user Vexen have polar opposite personalities, with Axel being friendly, carefree, down-to-Earth, irreverent, and Brilliant, but Lazy, and Vexen being cold, arrogant, hardworking and scholarly; and while Axel ultimately does a Heel–Face Turn and joins the heroes, Vexen is one of Xemnas' most loyal servants. Oddly subverted with Axel and the resident Water-user Demyx, who are—if anything—the most similar in personality.
The general consensus of enemies in Agrabah in Kingdom Hearts II follows this motif, the Heartless enemies dealing primarily in either fire-damage or ice-damage, including the duo bosses Volcanic Lord and Blizzard Lord.

YuYu Hakusho: Fire demon Hiei and his twin sister, the ice demon Yukina. They are actually the offspring of a male fire demon and a female ice demon, making it also a case of Gender Equals Breed.
