Needs a Better Description
Sometimes when introducing a new installment to a franchise it'll get tedious to have the character grow increasingly powerful. But you can't just randomly employ Bag of Spilling outside of most Video Games since there's an expectation for consistency and quality in more story heavy products.
So sometimes a plot reason will be given as to why a character is weaker than they are in the next title.

In order to allow developers to reintroduce old mechanics to new and returning players as well as adjust old skills and add new ones. A character might partially retain staple skills such as counters or finishers as players may be used to them.

Each entry for Mega Man Battle Network begins with Lan getting the latest version of the PET, seemingly well after its been on the market enough that everyone is using it. This renders the chips and programs he got in the previous game useless because apparently no one in 2XXX has heard of backwards compatibility. Why the kid with a family connection to the two scientists who are the founders of the futuristic technology his society runs on is not an early adopter, however, never really gets explained.

Downplayed in Metal Gear Solid V: The Phantom Pain, Story-wise. The first mission has Big Boss wake up from a 9 year coma, with severely deflated muscles and a weakened body, incapable of movement until he's shot up with steroids. Even then he can only slump for the first couple bits while the Hospital is under attack. He is mostly at the mercy of common soldiers... until he gets a gun. After the end of the mission he gets his funk together and starts again on one of his badass exploits.

In Archie's Megaman series, they offered up the idea that Megaman has to dump the Robot Master powers he acquires between the games because the combined powers run the risk of burning out his inhibition circuits, causing him to become Drunk on the Dark Side. As demonstrated when Dr. Light forcibly contained him before sending Rock after Dr. Wily the first time.

In Nuzlocke Comics, of all things. Ruby's entire team is killed at the end of the Ruby-game arc, so he literally has no Pokemon when he starts his Kanto journey in the Fire Red arc. At the end of that, Mewtwo's power causes a rift in the time-space continuum when it's killed, sending Ruby's last Pokemon (Bruce) into the past and Ruby himself into the future... and to Unova, for the White arc.
Petty's spinoff series also has justification. In the three years between the Leaf Green game and the Heart Gold game, Locke failed to renew her Trainer License, and lost the rights to her old Pokemon.

Jojos Bizarre Adventure:
Stardust Crusaders: Joseph Joestar. While he gained a spirit-chain whip called Hermit Purple, he's grown 50 years older, slacked off on his Hamon training, and has lost the cunning to read his opponent's fighting style. While he's tough enough for a man his age he's nowhere near his prime, whereas other Hamon users like Tonpetty and Lisa Lisa were much stronger as elderly than in their adolescence.
It gets worse in Diamond Is Unbreakable where he abandons Hamon as a result of his surgery, and starts to look and function like a 79 year old man. At this point he's barely capable of . Although this could all just be him getting older.
Stone Ocean: Jotaro Kujo from SDC has only grown about 25 years, but he's used Star Platinum too much and can now only freeze time for less than half a second, where before he was able to freeze between 1-2 seconds (Plenty of time when your spirit bodyguard can punch at light speed and is super-precise). In fact near the beginning he actually loses his memories and Star Platinum to Enrico Pucci, and every fight he gets into during and after that incident he's crippled by the enemy.

This is eventually revealed to be a consequence of a near-Career-Ending Injury she had suffered off-screen between seasons.

Percy Jackson and the Olympians:
In the last book, the title character obtains the Curse of Achilles, which makes him Nigh Invulnerable. In the sequel series The Heroes of Olympus, Percy loses the curse when he enters the Roman Camp Jupiter through the river Tiber (a different one, but named after the original, of course) as it is a Greek blessing that cannot last through a Roman initiation.
In the latter series he earns the Nemean Lion pelt (disguised as a Badass Longcoat), which is an effective replacement, and his ally Piper gets a cornucopia. Both are sacrificed in separate, crucial, moments as offerings to a god for assistance and safety respectively.

Because Celebrimbor poured a chunk of his supernatural Life Force into that ring most your core skills from Shadows of Mordor, like teleportation and mind-controlling orcs, are gone. Your focus bar also got nerfed hard meaning you cannot slow time to shoot arrows as long as you used to. Though some of your basic skills like brutalize and executions are intact. You can relearn your old abilities and a slew of newer ones, and by the time you get your ring back in Act 2 you may have already learned the old and new ones

Assassin's Creed: Brotherhood has Ezio, who takes a major hit on his parkour skills. Mostly with him being ancient by the standards of the time period (40 in Renaissance Italy was an achievement, much less for one who lived as dangerously as his did) and spending a period of time comatose and feverish with no medicine to help him after being shot. Getting Ezio back to his full climbing condition requires getting Leonardo Da Vinci's help to design a harness that helps with Ezio's aging and damaged muscles.
