Exactly What It Says on the Tin; someone (not always male) who is identified or referred to as the top criminal. Be they Desert Bandits, Pirates on the high seas, Outlaws on the frontier, etc.
Of course, the idea of criminals forming a monarchical government doesn't really make very much sense. Yet the trope still persists and shows no signs of becoming discredited. This is probably a result of the Rule of Cool.
The King of Thieves doesn't have to be a part of true monarchy or kingship. They might have reached their position through Klingon Promotion as a result of their hard work and/or ruthlessness. Or it might just be a title they get for being the strongest around. They may actually command the loyalty of either all of the pirates on the seas, or another type of Thieves' Guild, or they may simply be the captain of a single notorious pirate ship or some other small group of outlaws who prefers an impressive-sounding title.

Adventure Time:
The City of Thieves, where literally everyone is a thief, is ruled by the King of Thieves. Or rather, was ruled: he's been dead for many years, while his subjects, apparently being too busy stealing from each other, never noticed.
One episode featured the villainous Bandit Princess, although it was never revealed if there was an accompanying Bandit Kingdom.

Uncharted 4: A Thief's End is about the search for Libertalia, where many pirates retired to a golden pirate paradise. All the evidence points to Henry Avery being the King of Thieves among the pirates, having come up with the idea and built most of the riddles leading to the paradisal settlement. The prestige was fine, but being surrounded by thieves and cutthroats drove Avery to insane paranoia, and he ended up orchestrating the death of everyone else in the settlement, before dying in a Mutual Kill to his right-hand man.

Surprisingly enough, king of thieves figures are a recurring occurrence in the Disney Mouse and Duck Comics:
Chronologically, the first such figure was Lucius Lamb, a known filantropist billionaire to whom all criminals in Mouseton paid tribute to be allowed to operate. He was accidentally discovered by Mickey, Eega Beeva and Pflip, who managed to find proof for the police to arrest them (much to their own embarrassment, as Lamb had just given a large donation to a charity fund aimed to the widows of fallen policemen).
When left alone long enough, Pete tends to take over all crime in Mouseton, to the point that in a story when criminals suddenly became more efficient he's the main suspect in spite of being in jail (they were right, he was using Trudy as a lieutenant).
Criminals in Mouseton periodically elect the "Mayor of Crime", that organizes and regulates all other criminals for a year.
Various Paperinik stories have one in Duckburg:
A story featured a shadowy figure controlling all criminals, with Paperinik growing increasingly furious at his inability to track him down. Paperinik eventually feigned an amnesia and started robbing Duckburg blind so that his foe would try and hire him - at which point Paperinik arrested everyone in the building.
A second story had a new king of thieves hire a number of scientists to equip as many thieves as possible with gadgets superior to the ones of the Devilish Avenger to try and force him into a weapon race he'd eventually lose and see the authorities fire the superhero. He was ousted on the verge of triumph (with Gyro unable to support Paperinik anymore) due the sheer expense of the scheme, with his replacement mustering every available thief and arming them with all available gadgets to just take Paperinik down, only for them to be scared into submission when Paperinik bluffed having a micronization ray he couldn't invert (Paperinik found out later he had actually built one by accident).
A third king of thieves appears in "The Legend of Paperinik", leading all criminals in town to try and sack it when Paperinik appears to have lost his edge (Gyro had fixed and accidentally overpowered his gadgets), only to be arrested with every single thief in town by a Paperinik with properly working gadgets.
During a time travel story, Paperinik found himself in the future - and discovered that during his absence Blackheart Beagle had become this after he and Intellectual-176 had started recruiting

Before he's executed, he told the world to find his valued treasure, the "One Piece". Luffy's story goal is becoming the next Pirate King by finding said treasure. Many others share this goal, with varying degrees of seriousness and ability.
There's also the Four Emperors (Yonkou), four notorious pirates (and their crews) in the New World (second half of Grand Line, after passing the Red Line) who conquer lots of islands, affiliated with many other pirate crews, and generally being The Dreaded; they're essentially the only real authority in the New World, by dint of sheer power and the fear of incurring their wrath. Whitebeard, in particular, is sometimes known as "The Man Closest to One Piece". At least two of them also have secret plans to finish the rest of the job and become a Pirate King (or Queen) on par with Gold Roger, by finding the One Piece first.

Skies of Arcadia: If Vyse's swashbuckler rating (a kind of infamy meter) is high enough, he can get the title of King of Rogues, though this has little gameplay effect, and, in reality, he rarely leads more than just his own crew. At the finale, however, he does become this, however briefly, when almost every significant character with a ship, mostly pirates and rogues, joins him in his fight against the big bad's armada.
