If someone's been the victim of some crime, Seira will tell Meimi the details, and Meimi will use a combination of her father's magic tricks and her mother's stealth to steal the stuff back as Saint Tail.Although Saint Tail only performs her "heists" to help people in need, the police still see her as a criminal to be arrested, resulting in Meimi's classmate and bickering partner Asuka Jr. being assigned as the detective in charge of Saint Tail's cases. While he still condemns her as a "thief", he respects her as his Worthy Opponent, and Meimi soon finds herself becoming attracted to his sincerity and passion in pursuing her despite the fact he's technically supposed to be arresting her.This puts Meimi in a dilemma: she believes Asuka Jr. is only interested in her alter ego, but can't risk exposing her identity to him out of fear he'll hate her for deceiving him. Two capers (chapter 15/episode 23 and chapters 18-19/episodes 28-29) involve fake calling cards pretending to be from Saint Tail; in both cases, she decides to just go along with it, although the second one has her send a real one to Asuka Jr. to point him in the right direction towards the actual thieves.

While these factors are still in play in the anime, it treats their dynamic more as an open Friendly Rivalry (with Asuka Jr. bragging about understanding Saint Tail better than anyone else and outright referring to Saint Tail as his "rival") while Saint Tail is more openly flirtatious with him. Kaitou Saint Tail (Manga) / int_f33ff01c	comment	Adaptational Context Change: While Asuka Jr.'s character story follows the same rough beats as the manga, it's stretched out to consist around three-quarters of the series instead of half, and the fact major plot points are spaced out by Filler episodes also results in continuity between those plot points being broken up while said Filler episodes serve to compensate: While the mirror incident in chapter/episode 13 is still portrayed as the major event that got Asuka Jr. to start mentally associating Saint Tail with Meimi, it has five Filler episodes between it and episode 19, where he first decisively correlates "not knowing enough about Meimi" with "needing to catch Saint Tail". Thus, the events of the latter are implied to come less directly out of the mirror incident and more out of the events of episode 18, where he and Meimi get in a fight that leaves him so confused that he vents to Saint Tail about it. The Adaptational Angst Downgrade on Asuka Jr.'s part means that the flower-and-snow Creation Myth in chapter 15/episode 23 isn't as relevant to the plot as it was in the manga, and the events surrounding it are portrayed as less of a Gut Punch, but the surrounding Filler episodes reinforce him witnessing Saint Tail's ongoing dehumanization and becoming more concerned about helping her. Since the music box caper is moved to be after the Swan caper rather than before it, the events that led to him becoming increasingly antsier about losing Meimi are implied to instead come out of the anime-original episode 26, when a rich man attempts to woo Meimi and drag her out of Asuka Jr.'s life.

Asuka Jr. says things about Saint Tail that sound awfully like those a devoted lover would say, but Meimi knows full well that he isn't actually in love with Saint Tail. Despite that, part of the reason she starts falling for him is that she's drawn to how it makes her feel, and she at least believes he cares far more about Saint Tail than her as Meimi, even if not necessarily in a romantic sense. The irony is that once he starts suspecting that Saint Tail might actually be Meimi, it really does stop being subtext as his feelings for Meimi get mixed up in the chase and he becomes even more obsessed with catching her himself, albeit with the intent of protecting her instead of arresting her.
