He has a rank insignia stitched on his uniform blouse above his name tape. No service wears rank tabs this way; on this uniform the rank tabs are worn on each collar. And there is the fact that he, a military member, is job shadowing at a civilian hospital. If it was thought that he needed some practical pre-deployment training, he would have been sent to any number of military hospitals, Navy, Army or otherwise, or to a specialized training course.
