Q acknowledges that they're right to suspect him of anything shady, but states that he's not at fault this time. And he's not, as it turns out that GIR wandered off to hang out with Carrius. Happens again with Q when he's caught trying to crash Dib and Lor's wedding right after the wedding party has realized that the rings have vanished. Q admits that if the idea had occurred to him, he would have taken the rings to cause chaos, but that he's just trying to attend the wedding.
