By all accounts, Jaehaerys lived up to his reputation as one of the greatest and wisest kings in Westeros' recent memory and only faltered due to heartbreak and old age catching up to him. In High Tide, he becomes an Obstructive Bureaucrat to the Velaryions due to a combination of factors, notably the trauma of his childhood coloring his view of Corlys and Viserra bonding with Dreamfyre causing the Velaryons to become Dragon Riders. This causes him to grow paranoid and make numerous decisions that only serve to alienate Viserra and cause civil strive in the Targaryens. | |
