The first three are not listed, being dismissed as being discovered to be impossible or at least extremely impractical, or a countermeasure is developed at the same time the threat is developed. The Fourth Protocol has become a serious issue, dealing with the future possibility of nuclear weapons being made very small, so that they can be easily smuggled into a country past their borders.
