In fact, Carl did do a lot of that, but he had no knowledge of the chemistry the Liaison invoked and most of his questions in the Green Room were annoying misdirects to set up the sabotage, not an attempt to gauge the massive clusterfuck that would follow the assassination, because Carl doesn't know anything about galactic law or politics.
