Not only did he fail to convince his mentor to spearhead a campaign to let medical personnel join heroes as being exceptions to the "no public quirk use" rule, with the older doctor admitting his reluctance is purely to protect his own reputation should such a thing fail, but he was barred from saving a patient's life because using his quirk to do so would have been illegal, subsequently being fired for disobeying order. Overhaul became convinced that if only a select few of humanity is even legally allowed to use their quirks to help others, and no one is willing to change that law, there is no point in them existing in the first place. He's fully aware that what he's doing to Eri in order to accomplish this is unspeakably evil, but is committed to the notion that Utopia Justifies the Means. | |
