Ted feels that this applies when he learns about the Tournament of Skulls, a fighting contest between various low-level criminals; since the vigilantes have been clearing the streets of most of the people who'd normally take part in such fights, the organizers are turning their attention to the clients of the Wildcat Gym. Laurel will likely feel that this applies to her when she learns that Felicity has been fired from Queen Consolidated and joined her father as a criminal hacktivist rather than becoming Team Arrow's tech support.
