They are responsible for the notoriously bad city flags throughout the United States. The same could be said of members of state legislatures, as many similarly lack an understanding of flag design and refuse to adopt a new state flag despite the state flag having an awful design. Kryštof Huk describes the constant difficulties of dealing with municipal councils in Czechia, where he designs flags, as it is difficult to convince the few people in charge of municipalities to choose a good flag. Lee Harold faced many struggles in getting the North Star Flag adopted as the flag of Minnesota due to the state legislature. While he attempted several times, it would inevitably be rejected even if it gained the support from many in the legislature. Lord Lyon King of Arms is in charge of all flags and coats of arms in Scotland, so all new flags and arms must be approved by him. The position has served as an obstacle to the passage of new Scottish flags and arms in the past. Luckily, the current Lord Lyon is much more likely to approve new flags and arms, leading to a recent uptake in new Scottish flags. In the special episode on the flag of Minnesota, everyone in the roundtable disliked how the Minnesota State Emblems Committee chose the flag, although some of the participants did like the flag. The design process felt contrived, rushed, and confusing, with many unhappy with the results.
