Minority Report is a 2002 Post-Cyberpunk neo-noir science fiction film directed by Steven Spielberg and starring Tom Cruise, loosely based on the 1956 Philip K. Dick short story "The Minority Report".Set in Washington, D.C. and Virginia in the year 2054, the film centers around a new and experimental branch of the police, the "Precrime Division", which tracks murders about to happen with the aid of three precognitive psychics who can see the future in limited flashes. Things start to get tricky when one of the chief Precrime officers, John Anderton (Cruise) gets flagged by the precogs as a future murderer. Now, he is forced to evade his own fellow officers as he tries to figure out why he would want to murder a man he's never even heard of yet...A tie-in video game based on the movie, Minority Report: Everybody Runs, was released the same year as the film.In fall of 2015, the film was made into a television show of the same name on Fox. The series follows Dashiell ten years after the end of the film as he continues to use his gift to help people on his own, though he has little success until he partners with a detective that can put his visions to use. | |

They allow the officers independent flight, they've been engineered so that their wearers aren't caught on fire, and they're useful for covering lots of ground. The packs are also a huge liability in a fight. First off, the inertia can really work against the pilots, as they need to control their ascent and direction so when they're struck hard enough, their body can shift and propel them off and out of control. Second, they need to constantly control their packs, and using two hands in a fight can put them at a control disadvantage. Third, tight spaces are obviously going to be a problem, because flying around in an enclosure (like a small apartment room) is going to mess one up. Also when the Precops enter through the Marks' house skylight. Sure, it makes for a cool action shot, but they couldn't have just gone in through the front door? | |

To his credit, when he's fighting off the Precops, he goes out of his way not to harm any of them, going so far as to double-check that one had a good grip on a fire escape after he swiped his jetpack and before letting go of him. And the authorities can't exactly prosecute him without describing exactly how much of a fool he made them look. Anderton also gets let off easy for knowingly going to Crowe's apartment (where he knows he is predicted to kill Crowe) and ultimately inspiring Crowe to opt for Suicide by Cop. Not to mention revealing Burgess' murder of Agatha's mother. The video game goes full Selective Condemnation, where you can murder 60+ police officers and others by shooting them, beating them to death, and throwing them off of buildings or into acid and fires, but the only thing people care about is the crime you're framed for. | |

Thoughtcrime: By virtue of being able to stop murders before they happen, the "crimes" that the Precrime Division fall into this category. Suspects are caught in the attempt to commit a murder at times when the officers have trouble locating them, but it's implied that they're usually able to catch them well in advance of the attempt (Howard Marks had a number of obscuring factors that let him get a lot closer than he should have). In the latter case, an ordinary charge of attempted murder could be made. For most though, their only "crime" is just wanting to commit a murder, but not actually doing so. They're all detained without trial regardless. Early in the film, Witwer asks if there's ever "false positives," describing a scenario where someone considers taking a life but doesn't act on it. It's then explained that the act of murder itself is what triggers the Pre-Cogs, not simply the idea of it, so it's a certainty that the murders would have happened. This isn't actually true, however, as the potential to not commit murder always exists, as long as one is of sound enough mind to recognize that they don't have to go through with it when they know what the outcome will be. | |

It turns out that all of this is the plan of Precrime's founder Lamar Burgess who wanted to keep Anderton from looking into the death of Anne Lively which would result in Precrime being shut down. Burgess used his own knowledge of how Precrime works to commit the murder and set Anderton up. In theory, the Precrime system should make it impossible for anyone to even consider a murder without being detected by the Precogs, making it the ultimate contingency in law enforcement. The film's ultimate twist is that Lamar Burgess exploited a loophole in the system to get away with murdering Anne Lively, the mother of one of the Precogs who wanted her daughter back and could potentially bring the program down by revealing damning information about the program's origins. First, Burgess hired an assassin to kill her, resulting in the crime being instantly predicted and the would-be killer being arrested. Then, as soon as Lively was safe, Lamar dressed up in the hitman's mask and clothes, and drowned her in the nearby lake exactly as the assassin would have. The Precogs predicted this as well, but because the incident looked virtually identical to the already-averted murder, the Precrime technician assumed that the Precogs were just having nightmares about past visions — a common occurrence called an "echo" — and disregarded the vision. | |

Anderton counters that though this is true, it's a common phenomenon even without precognition - crimes are prevented all the time, but it doesn't mean the perpetrators aren't criminals. Just because Precrime prevents murders, it doesn't mean the murders weren't going to occur. This is actually a thought experiment by David Hume. Discussed between Anderton and Dr. Hineman. Anderton asserts that he can simply lay low, but Hineman points out that the vision has already started a chain of events that will inevitably lead Anderton to Leo Crow no matter how much he resists while asking rhetorically how he could avoid a man he's never met. Subverted specifically for Anderton when Precog Agatha tells him, "You always have a choice." Anderton ultimately decides not to kill him, running out the clock and thus subverting the vision, but the guy grabs the gun to force Anderton to kill him. Instead of murdering the guy, Anderton ends up accidentally killing him when he loses his balance and falls out the window. It LOOKS like seeing the murderball STARTED the chain of events that led to John meeting Crow and executing him (played straight). Only at the last minute does John demonstrate that he could choose not to (averted), so this is a true subversion for John. Zig-Zagged in that Agatha saw this future, it was just too similar to the other two pre-visions for her to tell the difference. This is how the original short story plays out. Story Anderton does end up committing the murder he was predicted to commit because he realizes he's being used to destroy Precrime and enable a military coup, and he's willing to give up his freedom to prevent that future. This only comes about because he tries to fight fate; the precogs' third, correct prediction depends on him reading and attempting to gainsay their first two predictions. | |

The logical thing to do — which John himself even suggests, only to be talked out of it with some shaky logic — would be to simply lay low until such time that the vision was rendered invalid, at worst proving that the Precogs' vision was wrong or, one could argue, was prevented because he himself chose to prevent it. If he had hung around in the crappy apartment where he got the eye transplant, he'd have been in the clear. As Witwer points out, however, Anderton won't just run and hide, "because he thinks he's innocent". Even when Agatha tries to persuade Anderton not to face his "destiny", Anderton won't, as he does not believe he could have committed a murder and is so driven to find out why he would do so. Anderton does end up not killing the guy intentionally, but it happens anyway thanks to a Gun Struggle. Witwer learns that someone has possibly managed to "trick" Precrime with a faked vision, one that would require intimate knowledge of the system and access to secured files, severely limiting the possible suspects. He chooses to detail all of this to one of said suspects after handing the man a gun while the Precogs are currently unable to detect murders. His fate after that is pretty obvious. | |

The three Precogs usually produce fairly similar visions, which is then averaged by computer modeling, but occasionally, one will have a vision distinct from the other two, usually due to the murderer's likelihood of actually committing the murder - the titular "Minority Report." If the minority report is not a murder, then the average is that the subject will commit a murder. If the minority report is a murder, then the average is that the subject will not commit a murder. In the end it is discovered that Anderton has three Minority Reports - all three Precogs saw wildly different futures. One Precog saw the future where he commits a murder, one saw a future where he does not, and the third saw a future based on decisions he makes upon seeing the other two reports yet commits the murder anyway. The two "murder" futures averaged to a "murder" prediction, but such a thing could only occur to the director of Precrime, as he is the only one who could choose to view the individual reports instead of the average assembled by computer modeling. This absolute Mind Screw is missing from the film in favor of a simpler plot; Anderton accidentally awakens a precog, who shows him a vision of her mother's murder - which was arranged by the Big Bad. The whole Precrime system is an apotheosis of surveillance infrastructure, essentially a psychic CCTV system that can see future crimes, and actual retinal scanners everywhere cover all other CCTV functions in the present, used both by private and public sectors—by the former to advertise directly to customers (as in by name), and by the latter to locate and intercept nonlethal criminal suspects (like Anderton resisting arrest). Security systems have developed enough that D.C. police can remotely intercept and reroute maglev cars suspected of harbouring fugitives. Spider drones are also used to track down fleeing suspects using their heat signatures, and can scan their retinas too for I.D. Arrested precriminals are never offered any semblance of due process under current (early 21st-century) American law and basically undergo detention without trial, and despite the existence of state prosecutors like the Attorney General, Supreme Court justices, and (mentioned in passing) the ACLU, as well as the continued use of Miranda Rights, no lawyers are ever called in to defend the likes of Anderton, any of the other precriminals, or the Precogs themselves. One wonders whether defence lawyers are seen as impotent in this future and the legal system has evolved to become heavily biased in the prosecution's favour—i.e., a Kangaroo Court. Interestingly the film came out right after 9/11, when the spike in terrorist paranoia led to expansions in government security and surveillance measures (seen by its most vocal critics as authoritarian infringement on civil liberties), including the Patriot Act and the formation of the Department of Homeland Security, as well as mandated heavy security measures now commonplace in places like airports. | |

Artistic License – Law: Precrime's charter allows it to conduct police actions against potential murderers, arrest them, and then jail them seemingly indefinitely with no apparent oversight, and federal watchdogs are seemingly only being involved now because of a potential expansion beyond the DC/Virginia area. This runs afoul of the United States Constitution in so many ways. Precrime would need a warrant for every arrest, a 4th Amendment violation ("unreasonable search and seizure"), though Precrime could be argued as probable cause, since a crime will take place at said location. For that matter, when Anderton goes on the lam, Precrime is apparently given license to search basically anywhere they think he might be, and they have absolutely no probable cause to cast such a wide net. Being arrested for an action one has yet to take is direct violation of their 5th ("due process") and 6th ("trial by jury") Amendment rights. Even if Precrime can be taken as evidence, they are never granted a trial, much less by a jury of their peers. Precrime jail is being held indefinitely in what is essentially an induced coma, an 8th Amendment violation ("cruel and unusual punishment"). Seriously, Anderton should have contacted his lawyer the moment he was predicted to commit murder, as should every single person they ever charged. The treatment of the three Precogs borders on abject violation of the 13th Amendment. That nobody ever contacted an attorney to represent the Precogs in a Supreme Court case borders on the ridiculous, even if it's a plot point that one of their legal guardians was murdered to keep them under Precrime control. | |

Foreshadowing: In the beginning, Anderton is trying to pinpoint the first murder and watches a video where a boy seems to appear on the left and to the right of a man with a suit with no immediate explanation, until Anderton deduces he is on a merry-go-round. After the Department of Precrime makes their arrest, a deja vu is detected and erased and overlooked as an "echo". Near the end of the film, it is revealed that a murder was committed by copying an earlier attempted murder but some details are inexplicably different between the two incidents, proving that there were two incidents that the Precogs assumed were the same. "You ever get any false positives? Someone intends to kill his boss or his wife, but they never go through with it." In the course of the movie, Anderton chooses not to kill Crow, and Burgess chooses not to kill Anderton, undermining the premise of the Pre-Crime system. "Then why can't they see rapes, or assaults or suicides?" John gets very upset upon seeing pictures of his abducted son on Leo Crowe's hotel room bed but calms down and decides to start arresting Leo instead of shooting him. However, Leo soon explains that he was put up to this by an unknown man (It's Lamar) and actually wants to die for the benefit of his family. After calming down Leo (who fought to make John shoot him earlier) and trying to walk away, Leo lunges for the gun and it goes off, hitting the window and causing Leo to stumble backwards and fall out the damaged window, making the incident a suicide. Finally, at the end of the film, Lamar Burgess ends up committing suicide instead of shooting John, leading to the shutdown of Precrime due to an alternate future being proven. Gideon explains to Anderton that Anne Lively's murderer could not be identified due to his eyes coming from the black market. Anderton later trades in his eyes for black market replacemenets to avoid being identified while he's on the run. When Anderton goes on the run, he pulls a gun on Witwer, but Witwer confidently says that he knows Anderton isn't going to kill him because the Precogs haven't given a warning. When Witwer is killed by the real villain later in the story, the Precogs don't give a warning because Anderton has sabotaged the system in his search for evidence. If you look closer at the photographs showing Crow with Anderton's son, you see that they are poorly photoshopped, a clue that this evidence was forged to convince Anderton that Crow was his son's murderer. | |

Albeit a somewhat justified one. Anderton learns that he's been predicted to go to a specific kind of building at a specific time to kill someone he's never met. The logical thing to do — which John himself even suggests, only to be talked out of it with some shaky logic — would be to simply lay low until such time that the vision was rendered invalid, at worst proving that the Precogs' vision was wrong or, one could argue, was prevented because he himself chose to prevent it. If he had hung around in the crappy apartment where he got the eye transplant, he'd have been in the clear. As Witwer points out, however, Anderton won't just run and hide, "because he thinks he's innocent". Even when Agatha tries to persuade Anderton not to face his "destiny", Anderton won't, as he does not believe he could have committed a murder and is so driven to find out why he would do so. Though some of it is to show how ads are everywhere in this world without privacy. Also: the ads know your name, your buying history, your basic medical vital stats (at the moment you walk past) like pulse and respiration rate, and...? Spielberg did this on purpose to show exactly how invasive it could get. It may or may not have had the same effect with made-up products, but then the studio would've had to pay someone to make up products. This way they get verisimilitude and sponsorship money. | |

Anderton goes to see Dr. Iris Hineman, one of the people who helped develop the Pre-crime program and she reveals to him that the precogs are the sole survivors of experiments to test children of neuroin addicts for precognitive abilities. Hineman also reveals that sometimes one precog will see different visions from the other two. The records of these contradicting visions, called minority reports, are covered up and destroyed the instant they occur in order to maintain the image that Precrime is infallible. In other words, there is a good chance that some of the people Precrime has put away are innocent. Anderton is clearly shaken by this information. The most damning revelation is the lengths which Pre-crime founder Lamar Burgess went to in order to validate and maintain the Pre-crime system. When Anne Lively, the mother of one of the precogs decided she wanted her daughter back, Burgess used a weakness in the precogs' visions and murdered her, while making it look like she had in fact been saved from an earlier murder attempt. When Anderton began looking into Anne's disappearance, Burgess used the Pre-crime system to frame him for murder, even going as far as making Anderton think his supposed predestined victim had killed Anderton's son. With his crimes exposed and Pre-crime revealed to be less than perfect, Burgess kills himself to avoid being incarcerated and living to see all he worked for destroyed and the Pre-crime system is shut down. | |
